Citizen Dialogue: first year of government

In November 2024, as the National Civic Movement (MCN), we organized a Citizen Dialogue to evaluate the first year of President Bernardo Arévalo's government. This space allowed young people to express their opinions, analyze government performance, and debate the challenges and opportunities facing Guatemala.

One of the central points of the debate was the identification of the ministries that have performed best in this first year of management. Participants highlighted three ministries for their impact on public administration. 

  1. The Ministry of Environment has shown positive results in its administration and reengineering, with greater transparency compared to previous governments and more efficient budget execution.

  2. The Ministry of Infrastructure was highly regarded as a strong institution, with a notable start under its first minister, who was dismissed for not complying with orders contrary to the law. Despite the challenges, its key role in correcting past mistakes and strengthening the country's development was recognized.

  3. Regarding the Ministry of Interior, there was a perceived increase in the presence of National Civil Police officers on the streets, as well as an increase in arrests and support for the justice sector. However, the need to improve the working conditions of officers was emphasized, including the acquisition of better patrol cars, adequate equipment, and constant training.

Government Priorities

During the dialogue, participants identified the main priorities that the government must address for the remainder of its term:

  1. Education: The need to strengthen the educational system, combat corruption within the teaching profession, and modernize teaching processes was emphasized.

  2. Infrastructure: Better budget execution, road development, and attraction of foreign investment for economic growth.

  3. Health and Security: Improvements in the public health system and innovative strategies to combat crime and ensure a safer country for all.

Evaluation of the First Year of Government

Finally, participants rated the government's performance on a scale of 1 to 10, with an average of 3.5. Some considered that the administration focused more on political confrontations than on the execution of concrete actions. Others highlighted the lack of a clear government plan and the urgency of strengthening public institutions to respond to the needs of the population.

This Citizen Dialogue reaffirmed the importance of youth participation in public affairs and the need to continue promoting spaces where solutions for the country's development can be discussed and proposed.
