Roadmap to Uncover the Collective Education Agreement

Together with Congressman Cristian Álvarez and the members of the National Civic Movement, we sought to develop a conversation to identify the necessary steps to uncover the Collective Education Pact.

The collective education agreement, negotiated by Joviel Acevedo, has been kept secret for too long and has been criticized for its lack of transparency, secrecy, and negative effects on Guatemala's education system. The National Civic Movement has stepped forward to expose this agreement, seeking clarity and justice for all citizens interested in the future of our education.

Last Thursday, June 13, the members of the National Civic Movement met with Congressman Cristian Álvarez, from the Creo legislative bloc, to hold a discussion aimed at addressing concerns about the confidentiality of the collective agreement, thereby creating an open space for debate and transparency.


Questions from members

During the discussion, several questions were posed to Congressman Cristian Álvarez to clarify citizen concerns. These included:

1. Do you agree or disagree with the collective agreement remaining confidential?

Congressman Álvarez expressed his disagreement with the confidentiality of the agreement, arguing that transparency is essential to ensure that public resources are used efficiently and for the benefit of education.

2. How has the collective agreement influenced the country's education?

He pointed out that the agreement, having been discussed in secret for so many years, creates a series of privileges that do not necessarily translate into educational improvements, affecting the quality and equity for Guatemalan children and adolescents in terms of their education.

3. How can citizens, especially young people, interact with the commission to express their opinions and suggestions?

He invited citizens to participate in the open sessions of the commission and to use digital platforms to submit their proposals and comments.

Additionally, in this discussion, we focused on addressing topics such as:

• Transparency and confidentiality
• Impact on education
• Role of deputies
• Citizen participation
• Legislative actions
